As more PFI projects approach expiry, the importance of collaborative handback processes is coming into sharper focus. Joint surveys – where both public and private partners agree on one independent assessment – are emerging as a best practice to ensure fair, efficient, and clear asset transfers.

EMS CEO Richard Knight shares insight into how these surveys can improve trust and outcomes:

“A single survey is certainly a step in the right direction and will help to bring the parties closer together when considering residual life. However, a survey is just one item in the handover toolbox, there are others, and it requires both the art and the science to deliver a collaborative process.”

At EMS, we believe the handover process should be seamless – not abrupt. As Richard highlights, adopting a relay race mindset where both parties “run together” before the baton is passed is key to delivering continuity and long-term value for asset users.
